Economic Spillover Effect of Social Pension Security System:

From the Perspective of Female Entrepreneurship

Building and improving a multi-tiered social pension security system is not only a crucial strategic measure for China to actively address the challenges of an aging population but also a significant livelihood project for realizing the shared benefits of developmental reforms. In order to examine the positive role of the social pension security system in promoting socio-economic development, this paper takes female entrepreneurship as the starting point, using the implementation of long-term care insurance as a policy intervention – an integral part of the system. The study employs a multi-period difference-in-differences approach for empirical testing. The research reveals that the long-term care insurance system significantly stimulates the entrepreneurial spirit of female entrepreneurs. The mechanism behind this effect lies in women being liberated from household labor, allowing them more time for social engagement. Cross-sectional heterogeneity tests find that this positive effect is strengthened in regions with a stronger Confucian culture, more pronounced traditional gender norms, and higher levels of aging. Further examinations show that the positive impact of the long-term care insurance system is more pronounced in sectors with relatively lower entry barriers. Exploratory tests suggest that the system promotes gender equality awareness, providing another potential pathway to encourage female entrepreneurship. This study not only contributes to a comprehensive understanding of the economic spillover effects of social security systems, with long-term care insurance as a representative, but also holds positive guiding value in incentivizing female entrepreneurship, enhancing female social participation, and promoting gender equality in China.
